(CIA, Jan 13) Letiste Vodochody (LV), which is part of the Penta group, plans to invest CZK 3 bln into a new airport complex project. The company's general manager Martin Kacur stated at a press conference that the goal of the project is to use existing infrastructure and build a full-fledged international airport in Vodochody. (CIA, Jan 13) The PPP - Public Private Partnership program has a number of faults according to a study published by Transparency International, primarily the non-conceptual definition of requested project outcomes, the issue of political responsibility, and the risk of hidden state indebtedness.
Most projects that were selected into the pilot programme in 2005 are still at the very beginning or have been cancelled, says TI. According to the director of Czech TI brand David Ondracka, PPP has been missing a quality concept since the beginning. According to him, the situation is typified by the problems with the construction of the D3 highway or the problems with the environmental supercontract. TIC proposes several solutions, such as assessment of the programme by external institutions.

(CIA, Jan 14) The Transport Ministry disagrees with Transparency International's (TI) position on PPP projects in transportation, presented on Wednesday January 13. TI criticised the ministry that the PPP project for the D3 highway has not progressed to the concessionaire selection phase yet, as there are important reasons for reviewing the project that had already been approved by the government.
The ministry argues that the progressing economic crisis has worsened the possibility of carrying the project out in the original extent, and the project thus had to be reduced. Issues related to plot buyouts also had to be tackled. This was done through the approval of the act on acceleration of the construction of transportation infrastructure in late 2009.
